In April 2013, the People’s Government of Jiashan County and CFLD signed a Cooperation Agreement on the overall development, construction and operation of designated areas within Jiashan County, Zhejiang Province, with the goal of developing a new high-speed rail connected new city of 12 square kilometers. The development of the new city was based on the public-private partnership model. As the main investor, CFLD facilitated the region’s development through research and positioning, planning and design, land consolidation, construction of infrastructure and supporting public facilities, industry development, urban management and other turnkey services.
Nine of the top local and international consulting and planning agencies, including the likes of Mckinsey, AECOM and Regal Lloyds, crafted an economy and conceptual urban planning development strategy for Jiashan HSR New City, which would utilize its proximity to Shanghai and the Yangtze River Delta to begin an economic transformation that would elevate the county as the next regional symbol of innovation and fulfil its vision of “a charming global city of innovation by rivers and lakes”.
Jiashan HSR New City possesses a well-developed transport network that connects it to the major cities of Shanghai, Hangzhou, Ningbo and Suzhou via a high-speed rail, two expressways and two national highways. This connects Jiashan HSR New City to the four major international airports and three major international cargo ports. This transport network connects the Yangtze River Delta region to the global commerce and trade.
As a global center of technological innovation, Jiashan HSR New City will form three innovative economic clusters focusing on the internet, cultural production and intelligent manufacturing. This industry innovation platform will promote the cooperation between enterprises, university and research institutes to become a model of county-level scientific development in China. Special facilities would then be designated to support entrepreneurship, E-commerce and fashion.
